 What is the Birth to Three Program?

The Birth to Three Program is an early intervention program for infants and toddlers with developmental delays and different abilities.
Who is eligible for the Birth to Three Program?
For a child to be eligible for services the child must be living in Marinette County, age 0-36 months, and meet 1 of the following criteria: - Have a developmental delay of at least 25% in one area of development (learning, movement, speech/language, social/emotional, or self-help).
- Have a diagnosis with a high probability of developmental delay.
- Have atypical (unusual) development.
Eligibility is NOT based on income guidelines.
There are no wait lists.
What kinds of services are provided?
Service coordination is provided to all Birth to Three Program families. Additional services will vary depending on the child’s needs. Some services offered are: - Speech Therapy
- Physical Therapy
- Occupational Therapy
- Special Instruction
All services are provided by licensed professionals. Services are provided in the child’s natural environment (home or daycare).
How are services provided?
The Birth to Three Program uses the coaching approach. Our staff and therapist teach parents and caregivers strategies to use as part of the families' daily routines to support the child’s learning. By using the coaching approach children are able to receive daily intervention services from their parents and caregivers.
What does the Birth to Three Program cost?
Evaluation and service coordination are provided at no cost. Families may have a cost share copayment for some services based on the family size and household income.

What happens when the child turns three years old?
Birth to Three staff work with families to help them transition to appropriate services as their child approaches age three. Some possible transitions may include:- No transition to additional services because the child has caught up and is meeting their developmental milestones
- Referral to child’s local school district for continued early intervention services.
- Referral to Head Start
- Referral to local preschool services
- Referral to community resources
How do I make a Referral?
Anyone can make a referral to the Birth to 3 Program by contacting the program.
Please have the following information available when making a referral:
Child’s name- Child’s date of birth
- Child’s address and phone number
- Parent’s name and address
- Language of the child and parents
- Was the child premature?
- What are your concerns?
