Towns, villages and cities should have their own Emergency Operations Plan (EOP), which outlines roles and responsibilities and chain of command in the event of an emergency/disaster.
Since Wisconsin is a “home rule” state, the responsibility for initiating action comes from the lowest level of government affected. When municipal resources are overwhelmed or exhausted, the municipality then requests assistance from the County, through the County Emergency Management Department. Having a plan in writing helps ensure consistent action during times of crisis.
We have created a template for municipalities to use to help prepare their emergency operations plan (below).
Involvement of your local fire and rescue departments in writing your plan is crucial. The Emergency Management Department is also available to assist you. Having an EOP also is part of being NIMS compliant. |
